The Interlocal Solid Waste Authority was established in 1991 after the Solid Waste Authority Act of 1991 and is comprised of Franklin, Bedford, Lincoln and Moore Counties and the City of Tullahoma as members, as well as cities within these counties who have adopted resolutions to participate in the transportation and disposal of solid waste and in its education program.

REQUEST FOR PROPOSALS for Interlocal Solid Waste Authority (ISWA)


Contract to Lease and Provide Operation of the ISWA Transfer Stations, Including Estill Springs Transfer Station and Fayetteville Transfer Station, and to Provide Transportation and Disposal Services for Solid Wastes
The Interlocal Solid Waste Authority (ISWA), composed of the City of Tullahoma, City of Shelbyville, and the Counties of Franklin, Lincoln, Moore and Bedford, and other members and participating entities, is issuing this Request for Proposals (RFP) from qualified persons for the purpose of selecting Contractor(s) with which to negotiate a professional services Contract(s) to Lease and Provide Operation of the ISWA Transfer Stations, including Estill Springs Transfer Station and Fayetteville Transfer Station, and to Provide Transportation and Disposal Services for Solid Wastes, as described more fully in the RFP that contemplates the transportation and disposal of solid waste for a period of no less than five (5) years beginning April 1, 2025, with the potential for renewal periods. Proposals must be submitted to the ISWA as stated in the RFP. Proposals are due on or before 4:00 p.m. (CST) on October 23, 2024, and will be valid for 180 days from the Proposal Due Date. All Proposals must contain a statement to this effect. Proposals not received pursuant to the submittal terms of the RFP will not be opened or reviewed. Interested persons may obtain a copy of the detailed Request for Proposal documentation at no charge by contacting:

    MISSION STATEMENT
    To provide efficient and cost effective disposal of solid waste and to educate the citizens within the region on waste reduction and recycling practices.

    ISWA holds the contract for waste disposal within the region. We also have a contract for the mulching of yard waste that members can utilize. The region also provides an education program for the schools and the general public on waste reduction and recycling.

Carol is the Regional Administrator of Education, Recycling & Waste Reduction and is available for presentations to organizations and groups, as well as for workshops, education booths, classroom programs, and for help organizing and setting up school and business recycling programs, drives and teacher in-service training.
